La Comisión Nacional de los Mercados y la Competencia viene cuestionando desde hace tiempo el diseño de las ayudas para el transporte aéreo y marítimo de mercancías con origen o destino en las Islas Canarias, así como el método para concederlas.
De igual modo, el organismo regulador, tras evaluar la norma correspondiente a 2019, ha vuelto a poner en duda la utilidad de estas medidas, cuya finalidad es compensar al transporte aéreo y marítimo de mercancías con origen o destino en las Islas Canarias debido a su lejanía con respecto al mercado continental.
En este sentido, Competencia recomienda que «el cálculo de las compensaciones se base en los costes de una empresa eficientemente gestionada, en vez de en el promedio de los costes incurridos»e insiste en «mejorar la evaluación de las medidas de apoyo para identificar si contribuyen a lograr sus objetivos y repercuten tanto en los consumidores como en menores costes efectivos de los transportes».
Concretamente, la CNMC señala que «se debería mejorar la justificación del carácter retroactivo de las ayudas y reforzar la evaluación de las compensaciones después de su concesión (ex post), además de los requisitos para el desarrollo de la actividad económica o el régimen de compensaciones al plátano».
Entre los aspectos susceptibles de mejora se encuentran, a juicio del organismo, la recogida de datos de todos los aeropuertos afectados, el aporte de datos de contraste, la determinación de los costes tipo para evitar costes sobrevalorados e infravalorados, así como la introducción de nuevos elementos para que se incluyan en el estudio de costes, como prestar atención a la distancia, el tiempo, el tipo de flota y la ocupación media de la ruta.
